简要规格描述或项目基本概况介绍、用途：本项目拟通过公开的方式选择一家合格的供应商完成2025年土地利用变化监测，主要工作内容是利用遥感技术手段对土地利用状况的动态变化进行定期或不定期的监视和测定。服务期限：2025年1月1日至2025年12月31日。本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用，费用按中标价/365*原单位服务天数计算。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: This project aims to select a qualified supplier through public tender to complete the land use change monitoring in 2025, the main work content is to use remote sensing technology means to monitor and measure the dynamic changes in land use on a regular or irregular basis. Service period: January 1, 2025 to December 31, 2025. The original service provider will continue to provide services until the completion of this procurement. If the winning bidder is not the original service provider, the service fees generated during this period will be paid by the winning bidder according to the winning bid price after the procurement work is completed, the fees will be calculated as (winning bid price / 365) * the number of service days provided by the original service provider (See Chapter 3 for details).

合同履约期限：2025年1月1日至2025年12月31日。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) If the bidder is a welfare unit for people with disabilities, it will be treated as a small and micro enterprise.

(c)本项目的特定资格要求：1、未被“信用中国”列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括摄影测量与遥感等专业；
3、须系我国境内依法设立的法人或非法人组织；
4、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China and China Government Procurement Network (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes photogrammetry and remote sensing; (3) It must be a legal person or an unincorporated organization legally established in China; 4. Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
